Position Summary

The Office of International Science and Engineering is offering a detail opportunity to serve as the Acting Deputy Office Head, OISE. This detail is open to all qualified NSF employees and IPAs currently working at NSF and will not exceed one year, in 120-day increments. For purposes of pay and benefits, the selectee will continue to encumber the position from which detailed. The individual selected will be required to file an “Executive Branch Personnel Public Financial Disclosure Report” (OGE-278) in accordance with the Ethics in Government Act of 1978 at the beginning and completion of the detail assignment.

Position Description

The Office of International Science and Engineering (OISE) facilitates the coordination and integration of international science and engineering programs and activities throughout NSF and with other agencies, domestic and international. It also manages a range of international programs and activities that are responsive to promising opportunities presented by the global science and engineering research and education enterprise.  OISE has primary responsibility for the coordination of NSF’s formal science and engineering relations with countries throughout the world. OISE facilitates NSF participation in or support for providing general information, trends, advice and guidance about the global science and engineering enterprise to NSF management and other NSF organizational units, and for assisting in the development and implementation of NSF strategies that enable the development of a globally engaged workforce.  OISE coordinates its work, as appropriate, with the Department of State, the Office of Science and Technology Policy, U.S. Government technical and national security and foreign affairs agencies, and foreign and international science and engineering organizations.

 

The Deputy Office Head partners with the Office Head in providing leadership and direction to OISE.  Assists the Office Head in carrying out Office-wide responsibilities such as strategic planning and management, performance appraisals, budget preparation for submission to congress, staff recruitment and supervision, and oversees the competitive review of proposals for awards and declinations.  Represents NSF to relevant external groups and fosters partnerships with other NSF divisions and directorates as well as with other Federal agencies, scientific organizations and the academic community at large.

Qualifications:

Professional/Technical Requirements: Education strongly preferred at the Ph.D. level or a combination of education and equivalent professional experience, in science, technology, engineering or mathematics (STEM), and demonstrated leadership experience in promoting and implementing STEM research or education policies.
