Fiscal Year 2019 Appropriations

On February 15, the president signed into law the omnibus appropriations bill that funds the federal government for the rest of Fiscal Year 2019, which ends on September 30. The House passed the measure by a vote of 300 to 128 on February 14, and the Senate approved the same day by a 83-to-16 vote.

The "Consolidated Appropriations Act of 2019" (Public Law 116-6), Title III covers funding for the U.S. National Science Foundation and other science agencies. The measure provides $8.1 billion for NSF, an increase of $307.64 million, or 4.0%, above the FY 2018 appropriation. It provides $6,520 million for the Research and Related Activities account; $910 million for the Education and Human Resources account; $296 million for the Major Research Equipment and Facilities Construction account; $330 million for the Agency Operations and Award Management account; $4 million for the National Science Board account; and $15 million for the Office of Inspector General account.

From enacted levels to the FY 2019 Current Plan, funds were transferred from the Research and Related Activities account (-$15.49 million) to the Education and Human Resources account (+$12.0 million) and the Agency Operations and Award Management account (+$3.49 million).
